Business owner Chandrakant "Lala" Patel, Oakdale police chief Chad Doyle, Oakdale city marshal Michael "Freck" Slaney, Forest Hill police chief Glynn Dixon and former Glenmora police chief Tebo Onishea have all been arrested and indicted in the scheme after what officials said was a year-long investigation.
