Lynk, a startup developing a constellation to provide connectivity for mobile phones, has filed an FCC license application for its first satellites.

SpaceX has filed an application with the FCC to cover testing at the company’s South Texas site of what may be the its next-generation launch vehicle.

FRS channels 1-14, GMRS channels 15 and above. <BR><BR>You could probably get away w.o the license becuase I don't think the FCC goes and checks for these things.
